In many markets where interchange is capped on credit and debit, network fees have increased significantly since the introduction of regulation. For example, in the U.K., where interchange has been capped since 2015, scheme fees rose from an estimated 4 basis points per transaction to 20 basis points by 2022. In addition, the U.K. PSR estimates that between 2017 and 2023, average core fees as a proportion of transaction value have increased in real terms by 25%. As a result, U.K. businesses paid at least £170 million more, annually, for scheme and processing fees than they did seven years ago. 185
